What most people do not realize, is that when a dealership receives a vehicle from the manufacturer it is not ready to drive. In fact, there is still quite a bit of work to do. For instance, shipping a vehicle full of flammable liquids isn't the best of ideas so there is no gas and oil in the vehicle.
Before a vehicle is ready for a customer to take delivery a Pre Delivery Inspection (PDI) must be performed on the vehicle. This inspection not only ensures that the vehicle is in 100% perfect condition for the customer, but completes the finishing touches such as: filling the car up with gas, washer fluid, engine oil, installing the radio and license plate brackets, tightening bolts, check for damage, etc, etc.
This extensie checklist is performed on every new vehicle, and must be completed before a customer takes delivery.
